It’s a “Quadraselle” a kit by Dare Models.  It’s no longer made.  I built it in 2003.  It’s balsa covered with Solartex.  It is so flimsy that the rigging is all that keeps its shape.  2-cell lipo.  It flies indoors and out.  Here are a couple of shots of it at the field:
